The charter is a document that details the Who, When, What, and Why of the project. While the concept brief was very high level the charter is very specific and directed towards the project team. One of the most important pieces of the charter is that it must describe the final deliverable expected by the customer.

It is the responsibility of the sponsor to create the charter, but must of the time the project leader creates the charter.

Every project MUST HAVE a charter. Also, remember that the Charter is a working document. As you progress on the other phases of the project you need to go back to the charter document and update the information. For example, we have found that there was an area in the organization that needed to be involved. Here you need to expand the team.

All charters must be approve by the sponsor or steering committee that oversees the project. All the members or key players of the project must be involve during the creation and sign off of the project charter.
